Could iOS 10 let Apple update system apps without an iOS release? 

If you update to iOS 10 beta, you can remove some built-in apps from the Home screen on your iPhone, iPad, or iPod touch.

Soon Apple will let you remove built-in apps from the Home screen on your iOS device with iOS 10 betaThis fully removes the app, freeing up to 150mb of space.

As the apps are completely removed, there will be a mechanism to redownload them to restore use. It makes use of the App Store for this, which opens up the opportunity to push updates separately from iOS releases…
